How does organizing an online lottery work step by step?

1. Apply for a Permit
You start by applying for the permit from the municipality or online via the Gaming Authority. Often, you will need an extract from the Chamber of Commerce with your application, including proof that you are acting on behalf of a legal entity.

2. Determine the name and prizes
Determine the name of the lottery, the prizes and any bonuses, and the date of the draw. Consider multiple prizes, a prize package, or even prize money.

3. Start selling
After approval by the lottery permit holder, you can immediately start selling tickets. The start and end date of the lottery can be fully set in the Loteraise dashboard.

4. Fair and verifiable draw
With Loteraise, every draw is fair and verifiable. Winners automatically receive an email with their proof of participation and the results.

5. Financial accountability
Submit your financial report and the spending of the net proceeds of the lottery to the Gaming Authority within 3 months after the last draw.

These steps will help you organize an online lottery in a transparent manner while complying with the conditions for a one-time lottery permit.

Important rules and conditions

Organizing a lottery in the Netherlands and Belgium falls under the policy rules for incidental Article 3 lottery permits. Important points are –

  • A permit is required from the municipality or the Gaming Authority.
  • The term of the permit may be valid for a maximum of 6 months.
  • The proceeds of the lottery must be spent on a charity or the public interest.
  • A maximum of 13 draws may take place.
  • The application must be assessed within a maximum of 8 weeks after receipt.
  • In case of cancellation: report the cancellation as soon as possible so that participants receive a full refund of their paid stakes immediately.

By using Loteraise, you don't have to manage these complex rules for a one-time lottery yourself; we guide you through the entire process.

Legal and financial security

Organising an online lottery means dealing with costs, administration and compliance –

  • Paying gambling levy to the Gaming Authority and any gambling tax.
  • Invoice of the payments and invoice of the handling costs of the permit.
  • Debit entry on the bank account of participants.
  • Submitting a financial report with an overview of the proceeds from the tickets and the spending of the net proceeds from the lottery.
  • Supporting documents such as the excerpt from the Chamber of Commerce register.

With Loteraise, all of this is handled digitally and clearly.
