What does it cost to organize an online lottery or raffle? There is no fixed total amount for that. Your budget depends on your prize package, permit, sales volume, and the services you outsource. Therefore, request an itemized quote and calculate in advance which amount remains for your cause after all costs.
Which costs do you include in the budget?

What does the permit cost?
According to the Gaming Authority (Ksa), for a total prize value of less than €4,500, you apply for a permit from the municipality where the draw takes place. From €4,500, the Ksa is the competent authority. For a prize package of, for example, €10,000, the Ksa currently states €600 in application fees. Check the current rate before your application; municipal fees vary.
With a Ksa permit, a notary is present at the draw. Also include the required financial accountability in your budget. For a municipal permit, check the associated regulations.
Per ticket, per order, or over turnover?
Those three bases yield different costs. If two hundred buyers together buy a thousand tickets, those are not automatically a thousand payment transactions. Have the supplier indicate to what each rate is applied. Additionally, ask whether amounts include or exclude VAT and when you pay.
- Does a minimum rate apply or are there one-time setup costs?
- Is a percentage calculated over the gross ticket sales or another amount?
- Are payment processing, support, and export included?
- What are the costs for canceling, refunding, or extending within the permitted term?

Also account for disappointing sales
Make a cautious, expected, and favorable estimate. In each scenario, calculate the ticket sales minus all costs; include sponsor money separately. A pledged prize only reduces your purchasing costs if the sponsor actually delivers that prize. The maximum number of available tickets is not a sales forecast.
The Ksa prescribes that at least 40% of the lottery proceeds must go to the public interest. Costs can also include purchased prizes and taxes. Therefore, use your budget not only as a sales goal, but also to check whether your campaign can meet the regulations.
